Two Santa Barbara Men Arrested on Drug Charges

Two Santa Barbara residents were arrested last Wednesday, March 20th on drug related charges. Detectives from the Santa Barbara County Sheriff’s Office Narcotics Enforcement Unit observed 29-year-old Donald Windsor and 25-year-old Cassidy Morse walking down Carrillo Street near Chapala Street at approximately 9:15 a.m. The narcotics detectives recognized Windsor, who was known to be on probation. The detectives contacted both subjects. Based upon the terms of Windsor’s court probation, Narcotics Investigators searched him and found Windsor to be in possession of 57 individual baggies containing heroin and drug paraphernalia. The detectives seized a total of ½ ounce of heroin, with an estimated street value of $1,500.
Morse, who had an active felony warrant out for his arrest, was found to be in possession of drug paraphernalia. Both men were taken into custody and were booked into the Santa Barbara County Jail. Based on the amount of heroin seized and how it was packaged, Windsor was charged with violations 11351 H&S, possession for sale of a controlled substance, 11352 H&S, transportation of a controlled substance and 11364 H&S, possession of drug paraphernalia. Morse was charged with 11364 H&S, possession of drug paraphernalia.
Windsor’s bail is set at $35,000. Morse’s bail is set at $2,500 but due to his felony warrant he is not eligible for bail at this time. As of this press release, both men are still in custody at Santa Barbara County Jail and both men were scheduled to appear in court today on their charges.
