Oxnard Plumber Working Without a License Targets Senior Residents


Santa Barbara - August 8th, 2013

An Oxnard man is charged with elder abuse and working without a valid contractor’s license. 46-year-old Albert Solano was arrested on July 26th by Oxnard Police following an investigation by the Contractors State License Board, the Santa Barbara County District Attorney’s Office and the Santa Barbara County Sheriff’s Office. The investigations revealed that Solano, who worked as a plumber, was using the names of businesses that did not have a valid contractor’s license and fraudulently used the name of a business, AR Construction, which was not his.  The Santa Barbara County Sheriff’s Office is investigating multiple cases involving Solano, three of them involving senior residents.  Sheriff’s Detectives are concerned there may be more victims out there. 

Sheriff’s Detectives began investigating Solano in March regarding a case involving a 68-year-old Santa Barbara resident.  Then in June, they received another case involving a couple in their seventies. A warrant was issued and Solano was subsequently arrested.  In both cases, Solano has a pattern of not giving an estimate, overcharging for the job and threatening to place a lien on the property if the customer does not pay.  He is also known to leave the project unfinished.

Solano is affiliated with several companies including Dr. Drain, Dr. Drain Sewer Repair, Dr. Drain Plumbing and Sewer Cleaning, American One Plumbing, Day and Night Rooter Man, Rooter Dr. Inc. and AR Construction.
