Man Arrested for Child Pornography

Goleta Police have arrested a man for indecent exposure and possession of child pornography.

On Sunday, September 18, 2011, a City of Goleta Parks Maintenance employee was working at Stow Grove when he observed a man sitting in a parked car masturbating. The employee reported the incident to Goleta Police who were unable to locate the man in the car. However, the employee was able to provide a description of the vehicle and the possible suspect.

On Thursday, September 29, 2011, the Community Resource Deputy for Goleta Police observed the vehicle parked at the Goleta Library. The deputy approached the driver of the car, Albert Roy Fillman (DOB 4/12/43), as Fillman was getting out the vehicle.

During the ensuing investigation, it was determined that Fillman was the man observed masturbating eleven days earlier. The deputy also discovered that Fillman was in possession of a laptop computer with numerous images of child pornography.

Fillman, who is listed as a transient, was arrested and booked into the Santa Barbara County Jail for felony possession of child pornography (311.11 PC) and indecent exposure (314 PC). Bail is set at $20,000.
