| In complying with The Board of Corrections Title 15, Article VI, Section 1061 it becomes the responsibility of the Sheriff to develop and implement an educational program for inmates. In addition, the Sheriff is also tasked with ensuring the coordination of vocational training programs in a jail setting as addressed in Penal Code Section 4018.5.
The Santa Barbara County Sheriff’s Department has established an Inmate Welfare Special Revenue Fund. This funding accrues a profit by providing services to inmates such as Commissary and the Inmate Telephone System. All funding is primarily used for the benefit, education, and welfare of the inmates confined within the jail system.
The Sheriff's Department partners with The Santa Barbara City College Continuing Education for instructional programs and supportive services for incarcerated students.
The Budget Year 2007/08 has promised a new instructional delivery model intended to promote education and vocational training that enhances the way in reducing recidivism, and thus returning inmates back to the community as productive and crime free members of society. Toward this end the jail facility classrooms have been redesigned with the concept of “Multi-Media Learning Centers.”
The Learning Centers allow coordination of close programming components to increase an efficient method for compatible groups of inmate students with various learning needs. All Media Learning Center classes continue to be offered on a voluntary basis to inmates seeking Adult Basic Education, GED, Adult High School instruction, computer operations, ESL (English as a Second Language), and Life Management Skills. In addition, SBCC offers a Culinary Arts Vocational Program to inmates assigned to the Medium Security Facility.
The Santa Barbara City College also offers a special “STEP/Jail Program Advisor” which counsels individuals in the availability of opportunities for post-release follow-up that is designed to encourage continued involvement in educational/vocational programs.

In 1994, Sheriff’s Inmate Services created, and implemented a basic treatment program called, “Sheriff’s Treatment Program.” The program philosophy and structure is designed to help inmates who are serving time in the Santa Barbara County Jail eliminate their drug and alcohol use, and establish a foundation in recovery and reduce their involvement with law enforcement. Our goal is to provide a supportive, intensive, inpatient treatment atmosphere in which individuals can begin hard work and growth substance free. Our hope is that individuals will discover that chemical sobriety will enrich their lives as individuals as they become productive members of society.
INMATE RELIGIOUS SERVICES

Inmate Religious Services coordinate sixty volunteer chaplains who conduct some 1200 services per year in Santa BarbaraCounty Jail with about five hundred Inmates in attendance per week. The volunteer chaplains are from many different denominations and religious persuasion. Every volunteer chaplain is required to attend Basic Training Programs for an initial period of twelve hours and to stay currentmustattend a yearly one day Enrichment Seminar convened and hosted by Inmate Religious Services. Inmate Services also rely on the Sheriff's Training Bureau, Santa Barbara City College Staff and other principals to train the chaplains so that they may serve with excellence and meet the spiritual needs of the Inmates with understanding of Jail Management requirements.
The chaplains are available to do private counseling and in addition help released Inmates with re-entry programs.
Through generous donations by local church and other organizations, Bibles and other spiritual literature is available to any and every Inmate as requested.

Community Support
Currently there are significant waiting lists for inmate participation in these important programs due to limited facilities, staff, and funding sources. In keeping with the philosophy of providing accessible programs that will directly benefit Inmate students in their endeavor to reenter society better prepared both academically and vocationally, the Sheriff’s Department welcomes the philanthropic support of the community.
A prime example of such a philanthropic donation (please read donation policy information) is that of Helen Pedotti of Santa Barbara. Through her generous donation and foresight in believing that there is truly hope in rehabilitation by providing programs that assure academic and vocational opportunities – thus benefiting the inmate students and increasing their chances of success. It is with sincere appreciation in recognizing this magnanimous contribution by dedicating the newly created learning centers as the, “ Helen Pedotti Inmate Learning Centers.”
