Sexually Violent Predator Changes Address

Lompoc - March 21st, 2009

Members of the Santa Barbara County Sheriff’s Department on Saturday, March 21, 2009 notified neighbors northeast of Lompoc that sexually violent predator, Kenneth Kaston Rasmuson had moved into a residence at 2020 Cebada Canyon Road.

47-year old Rasmuson (DOB 12-16-61) had been registered in Santa Barbara County as a transient since a state Appellate court ordered his conditional release from Atascadero State Hospital in November, 2007. Due to his sex crime conviction, Mr. Rasmuson is required by law to register with the local law enforcement agency within the city or county that he resides. The Santa Barbara Sheriff’s Department has no legal authority to dictate where he lives.

In 1981, Kenneth Rasmuson was convicted of sexually assaulting an 11 year old boy.  He was sentenced to State Prison and upon completion of his prison sentence, was committed to Atascadero State Hospital from where he was conditionally released in 1985.  In 1987, Rasmuson re-offended and was convicted for kidnapping and lewd and lascivious acts on a 3 year old child and sentenced to 17 years in prison.  He was granted parole in 1996 and transferred to Atascadero State Hospital under the Sexually Violent Predator Act.

Mr. Rasmuson is currently and will continue to be under the direct supervision of the State Department of Mental Health through a contractor, Liberty Healthcare. Mr. Rasmuson is also on 24/7 GPS monitoring tracking.

Pursuant to Penal Code Section 290 and 290.4 the Santa Barbara Sheriff’s Dept. is notifying the public to allow residents to protect themselves and their children from sex offenders and sexual predators.  It is unlawful for members of the public to use this information to commit a crime against a registered sex offender or illegally discriminate or harass a registered sex offender.
