Position: Under immediate supervision, to attend a Peace Officer Standards and Training (P.O.S.T.) Academy to receive instruction designed to qualify trainees for the class of Sheriff’s Deputy; and in a non-sworn capacity to perform other duties as required. This is a trainee-level class and incumbents are expected to successfully complete the Law Enforcement Recruit Academy and receive the recommendation of the Sheriff and promote to Sheriff’s Deputy or be terminated from the position.
Examples of Duties: Attends the Basic Peace Officers Academy for instruction on law enforcement procedures combined with rigorous physical fitness training;
Studies topics such as the care and use of firearms, weaponless defense, first aid, laws of arrest and evidence, law enforcement techniques and procedures;
Maintains at least the minimum level of proficiency in all areas of training.
EMPLOYMENT STANDARDS
1. Education: Graduation from high school or passing of the G.E.D test indicating high school graduation.
2. Age: Applicant must be a least 20 years of age at the time of application and 21 years of age at the time of appointment.
3. Physical Fitness: Excellent physical condition with the ability to pass a comprehensive medical examination based on the County of Santa Barbara medical standards, and the ability to pass a job-related comprehensive P.O.S.T endorsed physical agility examination.
4. U.S. Citizenship or permanent resident Must be legally authorized to work in the United States under federal law
5. License: Possession of a valid California Driver License at time of appointment.

CUSTODY DEPUTY – CORRECTIONS FACILITY

POSITION: Under general direction, maintains custody and supervises the work and conduct of inmates in detention facilities and performs related duties as required.
DISTINGUISHING CHARACTERISTICS: This class is distinguished from Sheriff’s Deputy in that incumbents have only limited peace officer power pursuant to Penal Code section 830.1(c), are not deputy coroners, and are not assigned to patrol or bailiff duties. Incumbents will be required to carry a firearm on certain assignments, and to regularly qualify with firearms pursuant to department policy.
EXAMPLES OF DUTIES: Instructs and oversees the work of a group of inmates assigned to maintenance, operational, or other rehabilitative activities; supervises the conduct of inmates during the booking process, in housing and at meals, during recreation and on work assignments; supervises family and professional visits to inmates; inspects credentials and incoming and outgoing mail; inspects living areas of inmates to insure cleanliness, orderliness and compliance to jail regulations; exercises influence for the purpose of modifying anti-social behavior and attitudes of inmates; prevents escapes, injuries and the destruction of property; searches for contraband; may receive and release prisoners; submits reports and prepares correspondence; types reports and letters, and transports prisoners and guards prisoners at hospitals and other off-site locations as directed.

Under the following conditions, the name of an individual who has held permanent or probationary status in the classified service of a California public agency operating a personnel merit system may be placed on an open eligible list for a comparable or lower class in the Santa Barbara County service, and shall be certified as a free name as provided in Rule Eight.
a. The class for which the list is approved possesses essentially the same or lesser minimum qualifications as the class in which the individual held permanent status.
b. The individual has been in the employ of the other agency within one year of the date the list is approved.
c. The individual achieved permanent or probationary status as the result of a qualifying or competitive examination.
d. The individual has performed satisfactorily and has not been separated nor is being considered for separation because of fault or delinquency.
e. The other agency submits information to the Personnel office which confirms that the required conditions have been met and that the individual is eligible for reemployment or continued employment in the class in which permanent or probationary status is held.
If a department head appoints an eligible who has qualified by transferring from another jurisdiction, the employee shall serve the required probationary period before attaining permanent status.
For all applicants currently employed under penal codes 830.1, 832.2(a), 832.2(d), 832.2(e), 832.2(g), 832.2(h), your POST certification will remain current. If not employed as an officer under any of the stated penal codes, the POST certification will expire three years from:
- The date of graduation from a POST Academy, or
- The date of separation from employment under penal codes 830.1, 832.2(a), 832.2(d), 832.2(e), 832.2(g), 832.2(h), or
- The date of completion of a POST Waiver Program, or
- The date of completion of a POST Re-Certification Course

ADMINISTRATIVE OFFICE PROFESSIONAL
SALARY / BENEFITS
$45,704 - $54,950 Annually
Uniform Allowance of $5-$10 per pay period for specified classifications
Bilingual Allowance of $76.35 per pay period when applicable
Candidates are hired at the Administrative Office Professional (AOP) I level and can progress to the AOP II level upon completing the required training, meeting the qualifications, and satisfactory performance, which typically takes about one year. The salary for AOP II is $27.05 - $32.73 hourly.

DEPARTMENT SPECIFIC DESCRIPTIONS
- For the Sheriff’s Office: Custody Operations, Custody Records Bureau: Custody Jail operations is 24/7 with a work schedule on rotating 12-hour shifts including nights, weekends, and holidays. AOP’s are assigned to either the Main Jail facility in Santa Barbara or Northern Branch Jail in Santa Maria; duties include processing new arrestees for booking into custody; verifying bail amounts at booking; assisting the general public by phone and in-person; scheduling court dates; processing inmate records to facilitate release or transfer; and performing related duties as assigned. Duties are performed in a locked-down facility and require direct and indirect contact with inmates.
- For the Probation Department: Assignments may include the Santa Maria Juvenile Justice Center, Santa Maria Adult/Juvenile Support Unit, Court Support/Pretrial Unit, Lompoc Support Unit, Santa Barbara Adult/Juvenile Support Units, and Administration. Under general supervision, works with confidential information, interacts with general public and partner agencies in-person and via phone and email, schedules virtual interviews, interacts with clients, processes payments and assists clients with the self-service kiosk and documents programming attendance. May assist in obtaining police reports and court documents, filing reports with Superior Court, case management system data entry, meeting minutes and document scanning. Performs related duties as assigned.
- The Santa Maria Juvenile Justice Center is a 24/7 locked facility, and AOPs at that assignment staff the Master Control Room, which requires that they monitor cameras for security issues at the facility and report any concerns; shift work at the Juvenile Justice Center is required, including graveyards, nights, and/or weekends. In addition to the above duties, AOPs assigned to the Santa Maria Juvenile Justice Center interact with youth and perform data entry processes during intake bookings and releases, and contact parents and various agencies regarding youth's status. FOR THE SHERIFF’S OFFICE
- Initiates inmate records, enters arrest data, releases information into the computer, analyzes warrants and other court and legal documents to verify that they are complete and the booking information is in accordance with applicable regulations, laws, and procedures; updates inmate records when additional information is received.
- Daily communications with Superior Court partner agency.
- Processes runs/ background checks on inmates to check for outstanding warrants.
- Assist partner agencies via phone, email, or in-person.

SELECTION & EXAMINATION PROCESS

Candidates must receive a percentage score of at least 70 on the Office Professional assessment to be placed on an employment list. THE POSITION: Under general supervision, coordinates the preparation, cooking and serving of meals for large groups of people in a central jail kitchen; trains and oversees a crew of inmates assigned to work in the kitchen; and performs related duties as required.
Food services is responsible for meal preparation of over 3,000 meals a day, 7 days a week, breakfast, lunch and dinner. The position is responsible for limited cooking in an oversight capacity, assigning, and instructing up to 25 inmates to do specific tasks that include slicing meat, making salads, staff cook, making special diet meals, kitchen helper, dishwashers, making sandwiches, and directed to other assignments as necessary. This requires checking with each inmate that they are following instructions and doing assignments correctly.
WORK SCHEDULE: This position requires shift work, days and /or nights, including weekends and holidays (e.g. Thanksgiving and Christmas). Shift schedules include - nights 4 days/10 hours and day shift at 12 hours with rotating days. Night shift qualifies for shift differential pay at .75 cents per hour for regularly assigned night shift work.
Employment Standards
- One year of experience working in a kitchen cooking and preparing meals in large quantities; or
- Completion of a certificate program in culinary arts, restaurant management, or a related field; or,
- A combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.
Knowledge of: Methods and procedures of quantity food preparation; kitchen sanitation and safe food storage practices; use and care of cooking equipment and utensils; kitchen safety; and basic math.
Ability to: Prepare quantities of food required with a minimum of waste; learn to train, supervise, assign and review work of kitchen workers and inmates; prepare food following instructions and guidelines, and serve it attractively; maintain kitchen, dining area, kitchen utensils, and equipment in a sanitary manner; communicate clearly to provide directions to kitchen staff; organize and prioritize work assignments; make simple arithmetic computations; read, understand and follow written and oral instruction including memos and directives from superiors; keep simple records; prepare and serve food in an allotted time and on schedule; maintain effective working relationships with inmates and staff; complete skilled quantity cooking with a minimum of supervision; write simple memos using correct grammar, punctuation, and spelling; learn and apply principles of diversity, equity, and inclusion, and work safely and effectively in a high security jail facility.
Additional Requirements: Willingness and ability to work weekends, holidays, and shifts is required. Incumbents may be required to lift heavy objects up to 20-25 pounds.
Desirable Qualifications: Experience as a cook in a correctional facility, military, hospital, university or other large-scale eatery.
Background Check: A background investigation will also be conducted. Current or excessive use of drugs, sale of drugs, serious criminal history, or deception relating to employment history may bar employment.
SELECTION PROCESS:
- Application and Supplemental Questionnaire review to determine applicants meets the employment standards.
- Personal History Questionnaire (PHQ): Qualified candidates will be emailed a notice to complete a Personal History Questionnaire (PHQ). Candidates who successfully pass the PHQ, will be invited to the next step in the selection process. Failure to submit a PHQ by the deadline or pass the PHQ will result in disqualification from continuance in the recruitment.
- Supplemental Questionnaire Ranking: Candidates' final score and rank on the employment list will be determined by responses to the supplemental questionnaire. This process may be eliminated if there are fewer than fourteen qualified candidates.
Candidates must receive a percentage score of at least 70 on the Supplemental Questionnaire to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.
